Steve Flaherty

Executive Director

Steve Flaherty is the Executive Director of the Minnesota Board of Fire Training and Education (MBFTE). He has been a member of the Minnesota Fire Service since joining the Grand Rapids Fire Department as a paid on-call firefighter in 1993; serving in many leadership positions within the department, including six years as Fire Chief prior to his retirement in March of 2014.

Steve holds an A.A.S. degree in Fire Technology and Administration from Lake Superior College, and he is an adjunct fire instructor for both the National Fire Academy in Emmitsburg, Maryland and the Minnesota State Colleges and Universities system.

Prior to becoming the Executive Director of the MBFTE, Steve was the Fire Program Manager for Mesabi Range College in Virginia, MN for 8 ½ years, providing customized training for the fire departments located in the Arrowhead Region of Minnesota.

Steve has served on the Board of Directors for the Minnesota State Fire Chiefs Association; as District Chair for the Minnesota Chapter of Int’l Association of Arson Investigators; as a charter member of the Fire Instructors and Training Officers of Minnesota; as a charter member and President of the Itasca County Fire Investigation Team; and as an Executive Board member of the Arrowhead Regional Firefighters Association.

Margaret Koele

Licensing Coordinator

Margaret’s previous experience comes from working with the Board of AELSLAGID. Where she reviewed all applications for Professional Engineers to make sure they met all MN State Statutes and Rule to qualify for licensure via exam or comity. She held many duties while at the Board of AELSLAGID, including lead in organizing all files for scanning to electronic file system, online renewal processing, verifications to other states, Board meeting agenda and minute taking, plus many other duties as assigned. Previous to the Board, Margaret worked with Gander Mountain Corporate in the Regulatory Compliance department. There she was involved in the risk management process for the company, taking care of all licensing for all the stores, investigations, working with the ATF on traces, making sure all the 4473 forms were properly completed by each store, audits for OSHA & LP compliance for each store and firearm inventories.
